Two Complementary Power Paths and a Regional Fiber Strategy
Praetorian Park is advancing infrastructure planning for a diverse innovation campus. The strategy evaluates both Dominion Energy grid delivery and behind-the-meter solutions, while carrier coordination advances potential fiber connections into Chesapeake and the broader Southside regional network.
Grid Delivery and Behind-the-Meter Optionality
The two pathways can be evaluated independently or in combination as campus demand, engineering, commercial structures, permitting, and schedules become clearer. Neither path should be read as a completed facility or committed capacity.
Dominion Energy / Grid Path
Dominion Energy is the primary utility counterpart for grid access. Work includes capacity diligence, potential delivery corridors, required utility facilities, interconnection sequencing, and phased service planning.
- Phase 1 planning and utility coordination are in progress.
- No existing on-site substation or committed delivery schedule is represented.
- Facilities, easements, agreements, engineering, and regulatory steps remain.
Behind-the-Meter Path
Praetorian Park is also evaluating behind-the-meter infrastructure that could complement grid service and support resilience, phasing, and tenant-specific requirements.
- Potential concepts include on-site generation, energy storage, microgrid controls, and load-management systems.
- Technology mix, fuel supply, emissions, water needs, permits, commercial structure, and economics require project-specific study.
- This is a planning pathway, not an existing generating facility or executed energy agreement.
Power Planning by Phase
Initial Power & Infrastructure Planning
Capacity diligence, utility coordination, behind-the-meter evaluation, and tenant-load planning are underway. Confirmed PUD-IN zoning permits industrial and data uses by right; administrative reviews and permits still apply.
Expansion Following Phase 1
Scope and timing will follow Phase 1 findings, actual demand, utility and behind-the-meter feasibility, engineering, and commercial commitments.
5+ GW Buildout Potential
The 5+ GW figure describes long-term phased potential. It is not current service, reserved capacity, or an executed utility commitment.
Carrier Coordination and Regional Interconnection
Carrier work is in progress. The current pathway contemplates connections into Chesapeake Connects - the City network described in the supplied master plan as the Chesapeake Next Generation Network (C-NGN) - and the Southside Network Authority Regional Connectivity Ring (SNA-RCR), subject to route engineering, access rights, capacity, agreements, and schedule.
Chesapeake Connects
The City master plan describes an underground, high-capacity municipal backbone intended to interconnect public facilities, adjacent city networks, commercial data centers, and regional infrastructure. Site access is not represented as complete.
Southside Regional Network
The master plan identifies resilient connections to the SNA-RCR and regional subsea connectivity as strategic objectives. The supplied regional-loop map illustrates that broader regional context.
Carrier Pathways
Supplied Zayo, Lumen, and Segra materials show regional network presence or route context. Carrier selection, lateral construction, diversity, lit or dark-fiber products, pricing, and delivery dates remain in progress and require provider confirmation.
Chesapeake and Hampton Roads Network Context
The maps below are public-facing orientation exhibits supplied for planning. They do not represent an executed service agreement, completed site lateral, guaranteed route, capacity, diversity, latency, or delivery date.
The 2026 Zayo network mapbook also identifies Virginia Beach within Zayo's North American network context. The supplied mapbook is evidence of regional network presence, not an executed Praetorian Park connection.
What Is Confirmed, In Progress, and Planned
| Workstream | Status | Public Description |
|---|---|---|
| Dominion grid path | In progress | Capacity diligence and utility coordination; no on-site substation or committed schedule represented. |
| Behind-the-meter path | Under evaluation | Generation, storage, controls, and resilience concepts subject to feasibility and approvals. |
| Phase 1 power | In progress | Initial power and infrastructure planning. |
| Phase 2 power | Planned | Scope follows Phase 1 findings and demand. |
| Fiber carriers | In progress | Carrier coordination and route development; no executed site service agreement represented. |
| Chesapeake/Southside interconnection | Pathway identified | Potential connection to Chesapeake Connects/C-NGN and SNA-RCR, subject to technical and commercial confirmation. |
| Water and sewer | Planned | Extension engineering is documented; construction and capacity commitments remain future work. |
