Power Strategy

Grid Delivery and Behind-the-Meter Optionality

The two pathways can be evaluated independently or in combination as campus demand, engineering, commercial structures, permitting, and schedules become clearer. Neither path should be read as a completed facility or committed capacity.

Dominion Energy / Grid Path

Dominion Energy is the primary utility counterpart for grid access. Work includes capacity diligence, potential delivery corridors, required utility facilities, interconnection sequencing, and phased service planning.

Behind-the-Meter Path

Praetorian Park is also evaluating behind-the-meter infrastructure that could complement grid service and support resilience, phasing, and tenant-specific requirements.

  • Technology mix, fuel supply, emissions, water needs, permits, commercial structure, and economics require project-specific study.

Initial Power & Infrastructure Planning

Capacity diligence, utility coordination, behind-the-meter evaluation, and tenant-load planning are underway. Confirmed PUD-IN zoning permits industrial and data uses by right; administrative reviews and permits still apply.

Phase 2 · Planned

Expansion Following Phase 1

Scope and timing will follow Phase 1 findings, actual demand, utility and behind-the-meter feasibility, engineering, and commercial commitments.

The 5+ GW figure describes long-term phased potential. It is not current service, reserved capacity, or an executed utility commitment.

Fiber Connectivity

Carrier Coordination and Regional Interconnection

Carrier work is in progress. The current pathway contemplates connections into Chesapeake Connects - the City network described in the supplied master plan as the Chesapeake Next Generation Network (C-NGN) - and the Southside Network Authority Regional Connectivity Ring (SNA-RCR), subject to route engineering, access rights, capacity, agreements, and schedule.

Chesapeake Connects

The City master plan describes an underground, high-capacity municipal backbone intended to interconnect public facilities, adjacent city networks, commercial data centers, and regional infrastructure. Site access is not represented as complete.

Southside Regional Network

The master plan identifies resilient connections to the SNA-RCR and regional subsea connectivity as strategic objectives. The supplied regional-loop map illustrates that broader regional context.

Carrier Pathways

Supplied Zayo, Lumen, and Segra materials show regional network presence or route context. Carrier selection, lateral construction, diversity, lit or dark-fiber products, pricing, and delivery dates remain in progress and require provider confirmation.
